tar sealers which all started because ONE relatively small city in TX "banned"
coal tar sealer inside the city limits.

A personal comment from a nationally known speaker in the pavement
industry and Texas resident:
I happen to be a friend of the owner of this
Chicago company, only see him once a year or so at conventions and such but we
have exchanged tips and ideas for years. As a TX resident all my life I can tell
you what REALLY happened in TX.
Years ago now, Dell moved near Austin TX the
state capitol but a fairly small city compared to big Texas cities with big
rivers flowing through them.
Coal-Tar was NEVER illegal on the west cost or CA but was just too expensive to
ship from sources in the east USA all the way to the west coast. So out there
they developed asphalt based sealers which have a different "smell" while drying
than coal tar.
Austin's population doubled in size as it became the silicon valley of TX with
California residents moving in.
ONE apartment complex had their lot sealed as they had for years with
coal tar and some very environmentally conscious folks from CA who had never
smelled coal tar were immediately sure this stuff had to be bad. (Refined coal
tar has never been shown to be hazardous but contain creosols, the
"aerosol" chemical that gives creosote, which is now banned, it's unique
"chemical" smell. The coal tar sealer contains no creosote but since both
materials start with coal the "smell" is the very similar.)
The web site above will give you
the science behind it but as a Texas sealcoat contractor and consultant let me
mention that
NO OTHER CITY in TX has even considered
banning coal tar sealer and in many
areas it's impossible to get, so by far probably 99% of the sealcoating in TX is
done with coal tar and nobody but a few very politically active folks in Austin
got it banned there while the HUGE TX cities like Houston and Dallas/Ft. Worth;
both with much larger inner city rivers; have never even considered
banning coal-tar sealers. So read the info on the site above, and in my
personal friend, writing this for a friend AVOID contractors that use false
documents or advertising to say that coal tar is "bad" causes cancer or pollutes
the environment. That's false advertising and I wouldn't buy from any company
who uses false advertising to sell their products.
In the categories of chemicals used by the US Government refined coal tar is in
the same category as asphalt. So in reality one is as "bad" as the other. Here
in TX nobody else cares what a bunch of "immigrants" from CA got done (it took
them over 12 years) in a fairly small city (by comparison-our state government
in the same city only meets a few weeks every 2 years and so if it's that bad
and the Capitol City banned it why don't any legislators care?) It's common
knowledge here in TX this was/is a "tempest in a teapot" and coal-tar sealers
which last far longer and are far safer to walk and drive on are by far the most
widely used.
Don't fall for any contractor's using negative advertising without going to the
site mentioned above.
